It is perfectly reasonable to have things on a "to do" list with an explanation that they can't' be done just now, and perhaps suggestions for alternative ways of doing things - pro tem. I've seen plenty of pushback against very reasonable requests (and not just my own.) Sometimes it's clear that the concept is simply misunderstood other times it appears that objections and resistance have inertial underpinnings.
